Baby Bonds at the State Level

As supportive policymakers continue efforts to pass federal Baby Bonds legislation, a number of states have enacted, proposed, or are considering state-level Baby Bond policy.

In 2020, New Jersey was the first state to introduce Baby Bonds legislation. Connecticut passed its Baby Bonds policy in 2021 and, in 2023, was the first to fully fund and implement a statewide Baby Bonds program, the Connecticut Baby Bonds Trust.
